This project involved the development of a New Village inclusive of all the village necessary facilities. This was an idea by a client during later stages of the boom. The County Development Plan designated Clarina as a zone for development without any specific uses being determined. The client had a vision of a small village with central open space, a small Hotel/Bar/Restaurant along with shops, housing, secure retirement housing and small warehousing/production units. The development was fitted around demand along with planners guidance on use variation.
Challenge
The practise took on the role of project management design stage where we played the lead role and interface between the design team and various authorities. The design team included Ink Architects, Hutch Hollywood Consulting Engineers, Environmental experts, Archaeologists, Road & Traffic consulting engineers planning consultant and marketing experts.
Solution
The development of credible application took well over two years and involved a considerable number of meetings with the Local Authority, National Roads Authority, Dept of Marine (Fore Shore licence), local fisheries and the local community. The engineering aspects alone involved bringing a water supply to development some 7 kilometers from the outskirts of the City along with pumping the raw effluent back to same general area. The development also required a flood study report along with a complex road analysis in order to develop the village access which would promote ease of access for commercial and residential development and induce safe environment into the village from the N69 National Route.
Value
The value added here was experience and excellent relationships with the Local Authority and other Authorities coupled with good management skills to effective and designs in for planning. The value was in fact being able to get the idea through the Planning Authority and get it approved by An Bord Pleanala.
